On August 13, 2019, Philanthropy California submitted a public comment opposing the U.S. Department of Health and Human Services’ proposed rule to change the anti-discrimination provisions of Section 1557 of the Patient Protection and Affordable Care Act. This proposed rule would substantially limit federal protections against gender identity and sexual orientation discrimination in healthcare.
