As a result of a grant through the VISA Foundation, Tipping Point is implementing a three-year initiative centering around preventing and ending homelessness for youth. The initiative includes the establishment of a Community of Practice that leans on the expertise of direct service providers and the voices of those with lived experiences of homelessness and makes targeted grants to support efforts to decrease the number of youth experiencing homelessness in the Bay Area. Funding focuses on direct services, strengthening agencies through capacity building, and supporting systems change efforts at the local or state level. The Program Officer is responsible for managing and leading this project, relying on a deep knowledge of housing and homelessness research and interventions focused on youth and young adults, a strong understanding of nonprofit organizations, and expertise in building relationships in diverse organizations and communities. The Program Officer will oversee the strategy and program implementation of the youth homelessness project while serving as a member of Tipping Point’s larger housing portfolio team. The Program Officer will collaborate with other Tipping Point teams and external partners to share learnings and measure impact of the work.
This position reports directly to the Senior Program Officer, Housing and is time-limited, sunsetting in June 2025.
What will you do?
Program + Strategy Refinement
- Implement, and continually refine an actionable strategy for the project including a policy agenda and specific and quantifiable impact targets.
- Establish short- and long-term strategy and blueprint for the project.
- Create, manage, and adjust as needed the timeline, milestones and budget for the project.
- Through research and connections with experts in the field, inform strategy and help the team to stay current on the issue and innovative solutions.
- Both oversee and execute on day-to-day efforts of the youth homelessness project.
- Identify and fund organizations that are leading providers for youth experiencing homelessness and/or have the capacity to increase their reach.
- Prepare funding proposals for Tipping Point’s board, including creating slide decks and compiling data to support the investment rationales.
- Serve as the primary contact, relationship manager and thought partner for grantees.
- Track and assess progress on outcomes of the grantees and overall projects, providing regular updates.
- Conclude project through documentation of learnings, impact and final reports.
- Serve as the primary internal and external point-person for the youth homelessness project.
- Engage and support grantees and Community of Practice (COP) members.
- Facilitate regular COP meetings and lead the development of shared objectives and priority action items.
- Manage relationships with key partners (in the public sector and other) individually, as well as convene groups of partners to accelerate systems change.
- Engage partners internal and external to Tipping Point to inform work, build buy-in, and get results.
- Share findings with community organizations that work directly with impacted youth.
- In partnership with the Institutional Giving Manager, the Program Officer will collaborate regularly with the Visa Foundation team to share program updates, learnings and measures of success.
- Work with the Institutional Giving Manager to identify opportunities for stakeholder engagement through volunteerism.
- Serve as coordinating partner for corporate volunteering efforts with Community of Practice (COP) members.
All other duties as assigned.
What qualifications are we looking for?

Additionally, the Program Officer, Youth Homelessness must have:
- Robust professional experience, including leadership experience, and a proven track record of grant-making, program development, capacity building and/or consulting in the nonprofit sector.
- Demonstrated experience in and/or knowledge of housing and homelessness and a high-degree of knowledge about current relevant information about poverty, nonprofit landscape, and Bay Area economic and political factors impacting our work.
- Proven ability to determine goals and priorities and to assess the actions, time and resources needed to achieve those goals.
- Strong interpersonal skills and ability to build relationships with diverse individuals, organizations and communities; the ability to provide direction and guidance and to work together across various stakeholders to encourage cooperation between team members in order to attain a common goal.
- Evidence of strong commitment to creating more diverse, equitable and inclusive programs and organizations.
- Excellent communication (oral + written) and ability to inspire and motivate others through compelling messaging.
- Strong team player who also works well independently.
- Ability to handle sensitive information in a confidential manner.
- Commitment to Tipping Point’s mission and values and ability to operate with the highest degree of integrity in representing the organization.

It’s not expected that any single candidate would have expertise across all of these areas — we’re looking for candidates that are particularly strong in a few areas, and have some interest and capabilities in others.
Salary + Classification
Tipping Point is committed to paying competitive wages. In an effort to increase equity, because we know that salary negotiations tend to have an unfair bias, we do not participate in a salary negotiation process for any candidate. We will make our best offer, and it will be the same regardless of the candidate. The annual starting salary for the Program Officer, Youth Homelessness role is $135,000. This position meets the exemption requirements as defined by state and federal law. Exempt employees are paid on a salaried basis, and their salary is intended to constitute their entire regular compensation, regardless of the number of hours they work; therefore, exempt employees are not eligible for overtime pay.
Hybrid Work Environment
Tipping Point is committed to the safety of our staff and to facilitating connection and community with one another. While we were remote for almost two years, we are a highly in-person culture and have moved into a hybrid work environment. While managers have some discretion over the schedule, teams are generally expected to be in person Tuesday-Thursdays. All other days staff may choose to work in the office or remotely. Please note that in a constantly changing environment, Tipping Point may adjust this arrangement as it sees the need to.
