Job Description: 

The Director of Human Resources, under the general supervision of the Executive of Human Resources, informs and implements equitable recruitment and staffing strategies, hiring, onboarding, and orientation processes, and the administration of staff benefits, salary administration and payroll.

In addition, responsibilities include administration of Human Resources services, trainings, and safety programs, employee relations and negotiations in a union environment, communications of Human Resources systems, policies, and programs, and familiarity with Human Resources legal compliance.

This position supervises the HR Coordinator and is not part of a bargaining unit.

Key Responsibilities

Human Resources Administration

· Develop, recommend, and implement Human Resources systems, programs, policies, and services that meet all compliance, benefits, trainings, investigation, and safety requirements. Review and revise staff and administrative job descriptions.

· Develop, review, and maintain staff and administrative policies and the employee handbook.

· Compliance with all provisions of agency’s union contract.

 

Employee Relations

· Establish and maintain professional, equitable, and supportive relations with all employees and assist supervisors with counseling employees on performance and other issues.

· Ability to address employee inquiries about Human Resources services and supports, including how to access benefits, time off, and leaves of absence.

 

Recruitment and Staffing

· In collaboration with the Executive of Human Resources and the Human Resources Coordinator, oversee the recruitment, hiring, and onboarding processes, exit interviews and dismissal procedures, job postings, and review of job descriptions for any vacancies.

· Ensure staff training and compliance with hiring process, interview panels, and onboarding.

· In partnership with the Human Resources Coordinator, conduct reference checks and manage background and fingerprinting screenings.

· Arrange for temporary personnel when needed.

 

Salary and Benefits Administration

· In collaboration with Human Resources team, oversee administration of employee benefit and retirement plans, including periodic review of benefit plan performance and any recommendations for updates or changes to plans.

· Assist employees with enrollment in benefits plans and understanding of all Human Resources policies and procedures.

· Oversee coordination of ongoing employee education opportunities regarding benefits, including retirement plan orientation sessions, open enrollment, etc.

· Approve payroll and assist employees with salary and payroll inquiries.

 

Supervision

· Provide support, training, development, and supervision of the Human Resources Coordinator.

Other duties as assigned.

 

Required Knowledge, Skills, and Abilities

· Demonstrated commitment to collaborative leadership.

· Knowledge and experience of equity principles and a commitment to diversity, equity, and inclusive practices.

· HR experience in equity and racial equity practices.

· Experience and/or willingness to work collaboratively in a union environment.

· Ability to flexibly manage priorities and projects across integrated, multi-disciplinary teams.

· Team-oriented, with capacity to build effective collegial relationships.

· Strong interpersonal and communication skills (both verbal and written) including conflict resolution.

· Ability to listen and interact effectively and sensitively with diverse colleagues and community partners from varied cultural backgrounds.

· Ability to follow and inform FIRST 5 policies and procedures.

· Ability to adhere to and maintain strict confidentiality standards.

· Proficient with Microsoft Office suite, including Teams, Outlook, Excel, PowerPoint, OneDrive, and SharePoint. Willingness and capacity to learn new online platforms a plus.

 

Education and Experience Requirements

· Bachelor’s Degree preferred.

· Minimum 5 years’ experience in providing Human Resources administrative supports in a nonprofit, public entity, or community-based organization.

· Minimum of 2 years’ supervisory experience.

 

Term

This is a full-time, exempt position, 40 hours per week. Some nights and weekends may be required. Travel is less than 10%, and may include required travel to conferences, meetings and other FIRST 5 events. This position is not part of a bargaining unit.

This position is a hybrid role, and the incumbent is expected to be on-site a minimum of two (2) days per week in San Jose, CA.

Compensation and Benefits

The salary range for this position is $87,550 - $123,600 based on the experience and qualifications of the successful candidate. FIRST 5 Santa Clara County provides a competitive benefits package that includes:
