Why fund public policy initiatives? Can a single foundation really make an impact on a systemic level? Will doing this kind of work imperil a foundation's tax-exempt status?

This Toolkit was created by Northern California Grantmakers' Public Policy Committee to help answer just these sorts of questions. The primary goal of this toolkit is to demystify public policy grantmaking with an eye towards building the capacity of funders to engage in public policy initiatives.

We want to encourage and help you incorporate long-term change and policy-related work into your funding portfolio. This toolkit provides resources for both funders new to public policy as well as those with more experience.
